What to do with the Bangor Mall? Turn it into housing? No, let the contractors build those.
I believe it would make a fantastic Penobscot County Jail. All the room needed to house those offenders, whom the courts sometimes slap on the wrist and let go, because there is no room to house them.
It could be blocked off into sections: murderers, drug dealers, child abusers and on and on. I think there would be more than enough room.
