BANGOR — The City of Bangor issued a notice this week regarding plans to build an affordable senior housing complex on Milford Street, which is a project that aligns with the City Council’s intention of making housing its top priority.
The 40-unit complex is being built by the nonprofit agency Penquis and construction is scheduled to begin in June. The City notice explains that the City has determined the project will not have a significant impact on the surrounding area, which means an environmental impact statement will not be needed, and that it is authorizing Penquis to submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant funding. Penquis is expected to receive $200,000 in CDBG funding for the project. The state also is funding a portion of the work.
The City’s Community and Economic Development Department is finalizing its Annual Action Plan to comply with the rules and regulations of HUD’s CDBG program. The action plan incorporates Bangor’s priorities for the upcoming year to target CDBG funding to address Bangor’s most critical needs for housing, economic development and maintaining suitable living environments. The Council early this year approved a resolution that said housing is a critical component of the community’s well-being and economic vitality. The City aims to create a more vibrant and inclusive community where everyone can thrive, the resolution said. By prioritizing housing, the Council is demonstrating its commitment to five basic tenets:

• Improved health outcomes: Safe and affordable housing can improve health outcomes by reducing exposure to environmental hazards and stressors.
• Reduced homelessness: Prioritizing housing can help reduce homelessness and provide support to those in need.
• Increased social equity: Access to quality housing can promote social equity by reducing disparities in housing quality and affordability.
• Improved quality of life: Quality housing can improve the overall quality of life for residents by providing a stable and comfortable living environment.
